Do I need a water softener in Cincinnati?
Probably not, if you are on Greater Cincinnati Water Works.
GCWW's Richard Miller plant, which supplies about 88% of the water from the Ohio River, tests at 7.4 grains per gallon. That sits at the bottom edge of the hard band.
Where the answer flips is the outer ring. Xenia runs 23 gpg. Oxford runs 20 to 22. Aurora, Indiana is 21.05. Those are roughly three times the Cincinnati number, and a softener there is not a luxury purchase.
So the honest answer depends on which side of a line your address falls on, and the line is not where most people think it is.
How hard is Cincinnati tap water?
7.4 gpg from the Miller plant. 8.2 gpg from the Charles M. Bolton plant.
Miller draws from the Ohio River and treats with granular activated carbon and UV. It does not soften. Bolton pulls from the Great Miami aquifer, supplies about 12% of GCWW water, is lime softened at the plant, and still comes out harder at 8.2 gpg. Groundwater starts harder.
One detail worth knowing: GCWW disinfects with free chlorine, not chloramine. Free chlorine comes out with standard activated carbon. Chloramine is the one that needs catalytic carbon, and Cincinnati does not have that problem.
GCWW serves Cincinnati, Blue Ash, Montgomery, Kenwood, Sharonville, Springdale, Forest Park and Anderson Township. If you live in one of those, you are on GCWW water, either 7.4 or 8.2 gpg depending on which plant feeds your address. GCWW describes the Bolton service area as the northwestern part of Hamilton County plus parts of Butler and Warren counties, but it does not publish a community by community split between the two plants. Anyone who tells you your specific suburb is on one plant or the other is guessing.
Water hardness by city: Cincinnati and Dayton suburbs
These are the utilities' own published numbers. For reference, the Water Quality Association bands are soft at 0 to 3.5 gpg, moderate at 3.5 to 7, hard at 7 to 10.5, and very hard above 10.5.
Most of the metro lands in a tight cluster. These are averages, between 7 and 8.2:
- Cincinnati and GCWW communities: 7.4 gpg (Miller), 8.2 gpg (Bolton) - Northern Kentucky Water District: about 7.3 gpg average, with a seasonal range of 4.6 to 9.8 - City of Hamilton: 7.6 gpg - Butler County Water: 7.7 gpg - City of Fairfield: 7.7 gpg - Warren County Water: 8 gpg - Greene County: 8 gpg - City of Harrison: 8 gpg - City of Dayton, which also serves Kettering and Centerville: 8.1 gpg
Two of those changed recently. Greene County was 27 gpg until a reverse osmosis plant phased in through March 2024. It is now 8. Harrison was 21 gpg until its RO softening plant was fully activated on 3 October 2022, and it is now 8. If you bought a softener in Greene County a few years ago, your water changed underneath you.
Still inside the hard band, but above that cluster:
- Indian Hill Water Works: 8.8 to 9.9 gpg - City of Wyoming: 10.1 gpg
Very hard, above 10.5:
- City of Oxford: 20 to 22 gpg - Aurora, Indiana: 21.05 gpg - City of Xenia: 23 gpg
Xenia is its own system. Greene County's reverse osmosis plant changed Greene County's number, not Xenia's.
And a handful with no published hardness figure at all: Middletown, Springboro, Trenton, Loveland, Wilmington, and Lawrenceburg and Batesville in Indiana. In those towns you test. You do not guess.
When is a water softener actually worth the money?
Here is the threshold we use, and we will talk people out of a system on the strength of it.
**Under 7 gpg: no.** Nothing to fix. Keep your money.
**7 to 10.5 gpg, which covers nearly the entire metro: a judgment call.** At this level a softener is a comfort and maintenance purchase, not a rescue. It makes sense if you have a tankless water heater, if you are already fighting spotting on glass shower doors and fixtures, if you have visible scale at faucet aerators, or if you are staying in the house long enough for appliance life to matter. It does not make sense if you are renting, moving inside two years, or not noticing a problem. Wyoming at 10.1 and Indian Hill at 8.8 to 9.9 sit at the top of this band. They are still in it.
**Above 10.5 gpg: yes.** Oxford, Aurora and Xenia are in different territory, and at 20 plus gpg the equipment pays for itself in appliance life alone.
On the efficiency argument, the numbers people quote trace back to a 2009 study run by Battelle Memorial Institute and funded by the Water Quality Research Foundation. That foundation is the research arm of the water treatment industry, so read it with that in mind. Here is what it actually found.
Gas storage water heaters on unsoftened water lost 4.3% of life cycle operating efficiency at 5 gpg and 8.5% at 10 gpg. Cincinnati's 7.4 gpg falls between those two. At Xenia's 23 gpg the same table reads 17.0% at 20 gpg and 21.3% at 25 gpg, which is a different conversation entirely.
Tankless gas water heaters running on 26 gpg water needed deliming at 1.6 years of equivalent field service, and average efficiency fell from 80% to 72% by that point. After deliming it came back to about 77%, still short of where it started. The study's table puts the deliming interval at 8.4 years at 5 gpg and 4.1 years at 10 gpg, so a Cincinnati tankless unit sits somewhere in that range.
One correction worth making, because it gets misquoted constantly: the study's finding about noticeable scale on all interior surfaces after only 30 days was about dishwashers and clothes washers run on 26 gpg water. It was not about water heaters. The water heaters in that study were measured over multi year equivalents, not 30 days.
Will a water softener remove PFAS?
No. A softener is a cation exchange system. It swaps out positively charged calcium and magnesium. PFOA and PFOS occur in water in their anion form, which means they carry a negative charge, so they pass straight through. Anyone telling you a softener handles forever chemicals is selling you something.
EPA evaluated three technologies as best available for PFAS: granular activated carbon, PFAS-selective ion exchange, and reverse osmosis or nanofiltration. Note that the ion exchange on that list is anion exchange. Opposite charge, opposite job from the cation exchange in a softener. They are not interchangeable, and a softener does not become a PFAS filter because both use resin.
This matters locally, because several plants around here have tested above the 4.0 parts per trillion limit EPA finalized for PFOA and PFOS in April 2024:
- GCWW's Bolton plant. GCWW publishes treated water there as non-detectable to 4.7 ppt PFOA and non-detectable to 6.1 ppt PFOS. - Dayton's Ottawa plant: PFOS 8.81 - Indian Hill: PFOS 11.7 - Wilmington: PFOS 8.79 - Hamilton's South plant: PFOA 5.30 - Clermont County's MGS plant, named for the Miami, Goshen and Stonelick townships it serves: PFOS 9.22 to 10.9
Where the deadline actually stands. EPA finalized the 4.0 ppt limits in April 2024 with a compliance date of 26 April 2029. On 18 May 2026 EPA announced it is keeping those limits and proposed a rule that would let a system request two more years, moving its own date to 26 April 2031. That extension is opt-in, not automatic, and a system that wants it has to notify EPA by 16 November 2026. The comment period closed on 20 July 2026 and it is still a proposal, not a final rule. So 2029 is the operative deadline today.
Worth noting: the Miller plant is not on that list. GCWW states that treated drinking water from the Richard Miller plant "is consistently below the proposed limits for these compounds." If you are among the 88% on Miller water, your PFAS picture is better than a Bolton customer's.

Two things follow from everything above, and we would rather say them before you call than after.
If you are on Miller water and you cannot see a scale problem, you do not need a softener. We tell people that on a regular basis and it costs us the sale.
If PFAS is the thing actually bothering you, the softener is not the part that solves it. Reverse osmosis is. That is why the system pairs softening with RO at the tap, and it is why the recurring cost above is an RO filter rather than a softener part.
How to find your own hardness number
Pull your water utility's most recent water quality report. Every public system publishes one, and hardness is usually listed in either grains per gallon or parts per million. If yours is in ppm, divide by 17.1 to get gpg.
